Not sure if this addresses the second part of your question or not but...
This creates a dhcp pool on the router, and will hand out your 192.168.1.x
addresses..
ip dhcp pool localpool
network 192.168.1.0 255.255.255.0
default-router 192.168.1.1
netbios-name-server x.x.x.x
dns-server
the simplest way is using a win 2k server configured with RRAS and NAT ,this
allows u to configure address pool ,also u have the option to configure nat
to act as a virtual dhcp server
