You're probably right. We tried dialing in to it many, many times and it
would answer but it would not negotiate with the modem on our end; we would
just get silence.
It's interesting that dialing in with a modem would not cause it to reset,
but dialing in on a phone and then sending random

busy tone from the PSTN switch.
What might have occurred is that the modem on release (DCD down) might not have
dropped DSR back to the PC or whatever device. You calling the modem it answered DCD
