Harris makes a line of switches that might have the required features. They
do have a model with a chassis about the size of a Cisco 7513.

I don't know much on them, but perhaps the Adtran Atlas line of products
might be able to help. I know they can do voice and data PRI's, along
with ISDN, but beyond that, I am without experience. :(
Just thought I'd throw that out as an option.
