Thanks guys, yeah my partner only had a 10k budget. What Ted mentioned made sense and maybe he meant if you are able to get one of thoses Cells/frams modules for a 4500/3600 with integrated csu, but those are way expensive, even used. My partner does not want used so he is looking into the cisco
