Two rolled cables makes a right cable :-)
You only need to roll once.

Check the pin out on the cable coming out of the 2511. Make sure you have only one roll
cable between the router and the console port. We do the same thing here and have
problems only when the pin outs are wrong.

You need to be careful with the run length, but I have a feeling that the
problem is more to do with your pin-outs

Alternatives are using the Aux
There's your problem. Just use one roll cable. What you're winding up
doing is flipping the cable twice, making it just a straight-through
connection.
