"Line protocol is down" could have more to do with your IP schemes. change or reenter ip addressing, verify same subnet. go to global conf. and type IP routing. This may not be your fault so much as it is the routers code. Also, down the interface, bring it back up and wait for 120 seconds. Do a s

it is a data link issue...forget about the masking. without ip or with ip configed ..if you have the correct cable for bach to back connection. i would only check the clock rate statement on the DCE side and make sure that the cable is good. do s sho contr serial X and check if in fact you have D
