Jeongwoo,
Maybe looking in wrong location. Make sure that the console ports on the
other routers aren't hung or mis-configured. I've had 'questionable'
response doing this from time to time and it's normally the remote route.

You need transport output telnet--this is the default, but you've
overrridden it with the none parameter.
