12.0.7 is my recommendation, IPSec build... but you'll need more system and flash
RAM to run it than what your current boxes are running on, assuming that it's IOS
11 or below...

You can run IPSec on the 4000M and 2500 series. I'd look at something
fairly new. 12.1(2)T for example only because IPSec is fairly new and
features keep getting added. You can also apply for triple des 56 bit for
free on the web site under software center.
