However, these new boats don't have the same stability on the beam
ends as the old boats. It seems they are near unstable when the off
center hatchway can start flooding such that they will go right over

have quite a few drawings for the boat including one for a "High Aspect
Rudder".

I have a 1974 C&C 39, hull #60.
By 'rudder port', do you mean a metal fitting of some kind where the rudder
shaft enters the hull? I have an updated high aspect ratio rudder. I have no
skeg. I have no port, and there is no bearing in the rudder shaft - it is
basically just a hollow fibreglas
I wonder if a couple crisp $100s with your papers would equal compliance.

Was your '71 39 built at Bruckmann's?
My '71 43 was built at Bruckmann's and has a large cast bronze lower rudder
bearing assembly. To keep the water out I pump lotsa grease into the tube
through a zerk fitting several times a year. Last summer we dropped the rudder
for some repairs
