the date that the boat was "certified", meaning the date the
certificate of origin was created as part of the build order.
There are two legal methods for date codes. They can be either 4
numbers, or a combination of numbers

I should have said:
M means it is the optional model year format of HIN (which could not be used
after 1984)
81 is the model year
E is the certification date in December 1980, which is start of production
for the boat. The shipwright's term for that
