We're kind of splitting hairs here, but.

I should have said:

 

M means it is the optional model year format of HIN (which could not be used
after 1984)

81 is the model year

E is the certification date in December 1980, which is start of production
for the boat. The shipwright's term for that is laying the keel. Even though
our boats are started in a mold and the keel is added much later, in times
gone by the process of building a wooden vessel started by laying down the
keel and building the hull from there. Like a lot of nautical terms, it is
still in the language.

In model year format, boat model years were considered to start in September
of the previous year (81 model year started in September 1980) and the
character used for the month of certification started with A for August, B
for September, etc. 

 

In the HIN format used after 1984, the last 4 characters show both the date
the vessel was certified (started) and the model year of the boat, which
reflects the reality that it can take longer than a month or two to actually
build a boat. For example, the first of the Perry-designed Pacific Seacraft
62s was laid down in late 2013 and scheduled to launch June 2014. But the
purchaser keeps changing things and the boat is still on the weighs (the
traditional term for "in production") and the last I heard won't launch
until this summer.

M81E is the 4 digit date code.  It is the date that the boat was
"certified", meaning the date the certificate of origin was created as part
of the build order. There are two legal methods for date codes. They can be
either 4 numbers, or a combination of numbers and letters. In this case, the
M is a meaningless placeholder, followed by the year 81, and E, which is
December. The date does not always coincide with a "model year", although it
can if a boat of a particular model year has paperwork created during the
model year. If the paperwork is created before the model year begins, which
does happen, it will be the date the paperwork was created.
