I have these on all my emergency floatation devices. They are water
activated. I tied them on with orange curly laces so that they are free to
move and float around. They are not SOLAS or USCG approved but they are

think maybe it should be attached near the buoy, not the pole. This way
the swimmer would be attracted to the flotation.
