Last things first, my rule of thumb (origin lost to memory) is to have enough threads to match the diameter of the bolt: thus a 1/4 x 20 bolt should have a minimum of 5 threads (20/4 = 5). Threads beyond that are overkill. Next I would consider using a oscillating tool to cut away the inner liner
