Thanks to everyone involved. I was able to cross compile apr from
cygwin to mingw, although I had to make a few small patches to apr.
I wouldn't have been able to do it without the knowledge this group

reason, they were added, we all got addicted to it, and now it's being
ripped out from underneath us. It's not a very friendly thing to do.
