I just verified that this is still occurring for reportbugs.debian.org port
443 (certificate not valid for this hostname), and ports 587 and 25 using
STARTTLS (self-signed certificate). I've reassigned the bug since it's not
really an issue with the reportbug package itself.

My previous message appears to have not been sent successfully.
I removed all the udev overrides, rebuilt the initramfs, and rebooted. Now
udev-delta does not show any overrides. However, the problem of dropping
into emergency mode, and needing
that
dansguardian is not listening on any ipv6 interfaces.
