A work around is that there is line in a /etc/perl/sitecustomize.pl file
that can be commented out in order to not remove the "." (current
directory) from the Perl @INC path.

can confirm after I edited the installed /var/lib/dpkg/info/citadel-
server.postinst file to add that line noted in in the bug, then runnin 'dpkg-
reconfigure citadel-server'; the error is no longer showing in the log.
