hm, I don't know about upstream. However, I've just tried to build
beancount in sid with python3.8 3.8.0-5 and can still confirm this bug.

please remove golang-1.11 from unstable. The successor golang-1.12 is
now the default version in unstable and testing.
The output of "dak rm -nR golang-1.11" does not show dependency problems.

the FTBFS of golang should be fixed. It was due to the GOCACHE changes
from Go 1.11 to Go 1.12. Anthony Fok has just fixed this in dh-golang.
I can confirm that golang-1.12 builds fine in an update
