this is caused by the libc call getpwuid which does seem to ignore the
primary groups of users, as it only returns "the broken-out fields of
the record in the password database".

and/or grub-set-default that actually goes through the same motion as

this is most probably an upstream request, but I didn't find a bug
tracker upstream, so I'd appreciate a pointer, or you to report this
issue upstream.
grub-reboot, grub-set-default and probably other tools want a MENU
/system.conf
