I have another Debian system with wine 0.9.11, the program works there.
I tried installing the wine 0.9.11 packages on the system where it
didn't work, but it didn't help, same result with wine 0.9.15 from
winehq. This is strange, this program once worked on both systems.

This sounds like a real blocker for an upload. I hope you can work
with upstream to get an acceptable license in place.

JAP works with blackdown's java and to some degree with jamvm.
It doesn't even start with gij-4.0.
