I am facing the very same issue however, I discovered that this is a bug
in plymouth version => 24.004.60-1, because if you install plymouth
version 22.02.122-3 including label and themes from 'bookworm' then
everything works as expected.

During a recent upgrade test I noticed that sending system emails from machines
inside the internal network is no longer working. This seems to be due to
changes in src:exim4 4.94.
Client system are configured using preseeding, but
definitly be added, but maybe it's to late for Debian 11.
