the fixed version was upload to unstable on the very day this bug (which is
really a duplicate of #1051880) was reported (that's why i missed this bug for a

also, as of today, the ci-builds [1] pass nicely (they failed for two weeks

this is really a JUCE issue. JUCE has dropped the included VST-opcodes
with 5.4; my original fix for #913915 was obviously incomplete as it
only allowed buliding JUCE-based plugins, but not plugin hosts.
there's a fix in my queue.
