What I can do, and will do if you want me to, is to a) remove myself
again as uploader, and b) request that ftpmasters remove the package
from unstable.
Do you want me to make sure that my contribution here is nullified?

One description for that is "drive-by contributions", meaning that
someone contributes without having the time to *collaborate* on it,
to align the contribution with how
potentially ends in an
NMU?
If not - if it is collaboration with maintainers - then I don't
understand the need for signalling ahead of time how maintainers prefer
to work, as contributors can simply ask the maintainer.

etter idea?
If the command-line tool does somewhat the same as the existing one, I
suggest to rename it with the deviating part as the end instead, so that
users TAB-completing would easier notice the alternative:
toml2json-rust.

fortunately it is not likely that the package will be catch up soon,
because the Haskell team upgrade most Haskell libraries only as a whole.
That issue is not tracked in debbugs, because those vocal in the Haskell
team actively discourages the use of debbugs:

It is not a bug to fail at predicting *future* breakage, which - if I
understand you correctly - is what you are describing abo
mailinglist, but that one
doesn't exist, and indeed seems discontinued according to
