I'm also on 14.05 and this is definitely looking like a bug, I've had
this happen multiple times now on packages I know are good.
I can easily skirt around the issue by using "sudo dpkg -i package.deb"
but the USC should not be failing like this.

B: installed from the Xubuntu 14.04 Beta1 desktop CD.
Both Installations are up-to-date.
