There are enough comments above suggesting the bug also occurs in Xorg
sessions. Wayland does not seem to be the cause.
That said, this bug is now 8 years old so it's reasonably likely that it

Do other apps like audio players or video players have sound? Is it only
web browsers that are affected? What happens if you click 'Test' in
Settings > Sound ?
