So my simple app test-case didn't reproduce the bug
The spec says to fire an online event whenever the connection type changes,
and to fire an offline event only when you lose your connection. It's not
the most obvious, but probably your multiple event firing is working as
intended.

First, I unlocked the bootloader by pressing power and vol up and vol
down buttons. Then once in fastboot, I ran fastboot oem unlock.
After accepting that I voided the warranty on the device, I downloaded
the factory image from Google, and I ran the flash-all.sh script in
the directory. The
