I have to reverse my statement.
Also happens with 2.4.16. Send the info to the authors.
That I discovered not earlier, is that before was running IIS in front of
Apache and the module never crashed. With 2.4.17-dev all is now Apache only.

Let's focus on deciding if we are cool with it being CTR once it's
folded into 2.4.x and "handling" it as we do mod_lua.
