I merged the missing tooltip strings in vi , pt-BR and ja ( issue 99351
). Those strings are not part of the uploaded builds but fixed in the
source. For the rest of the languages the translations are still missing.

Anyways, this Object - Drawing Object exists also in m1 and I'm pretty
sure that this came from m40 or earlier, because m40 -> m41 there was
no diff in strings.

DEV300m41 is not for 3.1.0, it is made after branch and is for 3.2.0.
For 3.1.0, after DEV300m40 came OOO310m1.
It is my mistake. I will update the test cases in TCM.

However, the localization35 was built based on DEV300m40.
so we cannot verify their translated messages in localization35.
For example, the following menus were changed from DEV4
