I think it would be of great help to project managers to decide to do

My opinion...
It's not always obvious that release notes are available on a download
page (as a general practice), and the link on the current download page
is easy to miss. Furthermore, only the release notes for the latest
release are linked. I wouldn't mind seeing the Release Notes page
