I really want to apply for this as a student but the only skills I have are
in web design. In a separate email I've offered to redo the site, but maybe
I should have that wait until SoC begins to do that? I noticed it as one of

Wouldn't it be possible, using noscript tags, to target users without
javascript and use a PHP forward to the appropriate directory instead, in
regard to the drop down menu? In that case /%lang%/ would be required but
it serves as a viable fall back.
