Well with the old SkipNet, the ARRL submitted/requested an STA and one was granted for one frequency on 20M, one on 40M and I think one on 80M. Which didn't keep someone not listed in the STA from using the frequency but rather making all the SkipNet stations stay on the "assigned" frequencies.
