Why should'nt TDF go ahead and employ one of the former OOo developers or
someone else from the community?
I think there would be much interest from users and companys to pay for fixing
bugs / implementing new features.

I want to share an idea with you.
I know that there will be no union of LO and OO, but I think it is an advantage
for both projects to have some general Libraries developed together.
As a sample I think of GTK, which in its beginning was only a Toolkit developed
for GIMP, but
I believe, that The Document Foundation can employ Developers for LibreOffice.
I believe the community is able to get the money for that on a monthly base.
We saw that the community was able to rise 50.000€ in 8(!) days. It will be
possible to get that money in a year for one full-time
