I think it is called something else these days but, when moving from mac to
windows CF is always limited by the cryptography libs installed on the
machine. Not sure if that helps (or if you are even trying to debug at this
point)

Also, this is assuming that all this box does is serve CF. Obviously take
the entire memory footprint/usage into account if that box is doing double
duty.
