QSL has been received by other (at a time, Russians mostly) stations.
Initially it was intended for those working for RDA award (Russian
award program similar to USA-CA), but might be helpful for anyone.

on 160 and many hams need his QSL as the only VU worked on TB.
According to russian DX reflectors no single UA has ever seen his
QSL. Wonder what about the rest of the world?

We have reliable mail service in Russia these days, maybe except some
cases of mail theft on the "last mile" stage, but in general, it is
pretty reliable now.
