Resizing windows by
I was able to reproduce this on the latest version of Ubuntu (15.10) by
dragging a hyperlink from the browser to the edge of the screen, and
then letting it go (it doesn't matter where). The launcher will then not
reveal until (or equivalent) is pressed. This isn't the only way
to reproduce this,
I have been unable to reproduce this bug in the latest version of Ubuntu
(15.10). If someone still experiencing it could provide some hints
towards that end it would be immensely helpful. You don't seem to be
able to drag much over the launcher anymore (as George suggested might
reproduce it
I cannot reproduce this on the latest version of Ubuntu (15.10). Using a
mostly black wallpaper and Unity changes its colour to a dark blue/black
that looks just fine.

I can confirm the bug in a fully updated instance of a 15.04 install
(currently hogging 2GB out of 8GB of memory). As a workaround I just end
the process, so it restarts with no memory usage. But this needs to be
done every now and then, typically every day or so.
