I think the answer is correct.
It is the same with the Award of the American counties, which only accepts
QSL of paper and E-qsl, but does not accept Lotw.

1. Assigns the appropriate IOTA for QSOs made with a DXCC entity that

Note that if you are using the UPDATE.BAT program, it gets the latest
fulllist.xml file automatically.

I've found that EU005 is "GB Main Island only" but the list let me see
all UK islands.
Can it be a bug?

Note that this is NOT a database that maps callsigns to IOTA! It's a
database that lists IOTA island names for each IOTA Group. For example,
IOTA EU003 consists of these islands:
Formigas isla
John and probably others also

If I have an IOTA reference confimed by LOTW and not by card it will be sign as
confirmed... the only problem is that IOTA don't apply LOTW confirms... isn' it?
