Using DX4WIN v9.0.9.1259, I did a F8 and, in the Frequency field, tried
entering an "*" or "!" but it beeped at me. It acts like only numeric
digits (and .) are acceptable. Is this true?

That doesn't work for me. Since you can't post images here, I took a
screenshot of an example where the rstR was zero (just to prove that
there are some with a 0 in that field; there are others) and have put
the link to that screenshot below. Searching for /0 results in a No
(Let's try this again)
I've reported this to Paul, it's a bug and I think he's got it fixed for
the next release.

I just upgraded to a new computer with windows 8.1 and all I get when I click
