If the K3 is sending a steady carrier, by far the most likely explanation is that it is in FSK D instead of AFSK A. The data sub-mode is remembered per-band, so perhaps it is not set correctly on all bands. Another cause can be a logging program - for example, if you are using MMTTY from within
