That was very considerate.
I was able to reach the appropriate person and receive an answer on my
question.
What I did find out was the phone system was just changed so most of the old
numbers are not good.

The EMI lab I used to work for in the late eighties had the ground plane
covered with a thin layer of asphalt on one of their sites. I believe they
still have the same setup, so obviously they are meeting the site attenuation
requirements even with ground plane under the asphalt.

I think you may be looking fr ECMA 97. The isolation requirements were then
inclused into an ISO/IEC standard under the responsability of JTC1. However,
I don't recall the number of the ISO/IEC standard...
