At one time, as I am sure Ed recalls, the FCC issued their own test
procedures, and I remember getting these free of charge. Since the FCC
started using other standards, first ANSI C63.4 in lieu of MP-3/4, these
borrowed standards came with whatever baggage their originating organization

It is worth noting for the group that UL 60950-1, Annex P.1, cl. 4.3.8
requires that battery packs comply with UL 2054 ONLY when used with
transportable equipment.
Also, UL 60950 3rd Ed. does not have this requirement.
UL 60950 3rd Edition may be used for UL product listing
It does not go back to the people who write the standards, I can
guarantee that. As an active member of CISPR SC I at the USNC and WG2,
WG3 and WG4 level I can assure you that all my employer does is spend
money. The price of the standards (and we have to pay for our copies,
too) goes to IEC HQ.
Is there any consideration being taken on making all IEC and/or EN standards
available free of charge, online in a common format such as .pdf?
This would be very nice. When new versions come out, you just download it.

I assume that the relatively modest price of these standards helps
defray any development and publication costs. I doubt that there's much
profit in it.
