Section 725-27(a) of the US National Electrical Code requires that Class
1 conductors be in a "listed cable." Tray Cable is acceptable for Class
1 use, but it is not plenum rated. Is anyone aware of a Listed Class 1
cable that is plenum rated?
What article of the US National Electrical Code specifies the wiring
installation requirements for rf outputs of commercial transmitters (not
amateur) from the transmitter output to the antenna? The best I can find
is Article 820 but that may be a stretch.

Prior to the EMC Directive, Germany required Class A ITE to be licensed.
Article 6 of the EMC Directive gives the right to a country to control
EMC compatibility by limiting the use of equipment at various sites.
This appears to allow countries to limit the use of Class A equipment.
