hazardous concentrations are expected, then special enclosures must be used.
Look at the typical gas/petrol station - most equipment there is
ordinary-use. Outdoor equipment may require weather-resistant enclosures.

I have been involved with a monitor that had a PWB-mounted filter, and the

First thing to mind is powder coating, where the metal is heated, dipped
into coating particles, and baked, for a very durable finish.
Next thing is Paralyne (sp?) which is a vacuum oven process. I don't know
how durable it is, but it might be worth checking out.

We use a Fluke 8010A to measure current directly, instead of voltage. We
have correlated with UL's meters very closely & have had no disagreement
with UL, CSA, or TUV engineers.

Yes, the holes are for retention, and UL498 specifies the holes must be
chamfered to prevent them from cutting off the mating bumps in the outlet.
The holes are optional, but plugs have to pass retention tests either way.
