How about the good old HP Harmonic Flicker Test Sysytem that Agilent was
thinking about discontinuing support on? (remember that thread a while
ago?) I don't know about the current (it seems like I remember 9-10A
max), but I know you could dial in any voltage and frequency

I can see why you might have difficulty finding such a device. Your
specifications are ambiguous.
Do you really mean variable frequency or the ability to operate from either
50 or 60 Hz mains.
Ditto for variable voltage.
3000VA makes no sense in the context of 120VAC
Another option might be to use a variac (adjustable auto transformer) to
adjust the input.
