same here.
I always use "restore session" at startup because of a lot of open tabs and
after installing new esr68.1.0 the checkmark in the user settings was gone.
You can enable it again manually and it will work but it was disabled after
starting the new firefox version.

We have an issue where Firefox doesn't use the system's certificate store.
We've enabled the "security.enterprise_roots.enabled" with the Boolean value
"true".
But, it doesn't seems to apply the config.
The Firefox's version is 69.0.1 and it's an 64 bits version running on Windows

I have seen the same and was wondering. I am also not sure if it was with 68esr
or 69 but it certainly happened here on my two machines. So I consider it a bug
because I cannot think of an intention.

We don't use every cert from the OS store, only added CAs.
Also we don't support client certificates.

Is there a way to force Firefox to not make a new profile when I do
upgrade or uninstall/reinstall? I'd say about 80% of the time it
creates a new profile (sometimes it tells me, sometimes I have to notice
it on my own). Very frustrating.
