about:config is part of the mozilla.org family's DNA, not well-known by
average users, but present in most sufficiently bloated products they
produce -- in firefox, there is an optional plugin, which adds a menu

Nevermind it's reading it... I just don't seem to understand the mailcap
conventions and pitfalls... It can't seem to deal with single quotes or
commands with arguments... Or deals with them in some way I don't understand
yet..

No, I haven't and that's probably what I am looking for. I'm curious how I
would have known to look there. The help system made no mention of this. Nor
could I find anything even remotely like that via google.

just type "about:config" in the address bar
you probably want to look at the files named under helpers.*
like helpers.private_mailcap_file
and helpers.private_mime_types_file
as those will let you configure helper apps
