We use Spamcop as primary and NJABL as secondary. The most agile and accurate is
Spamcop and you can expect to get rid
of 90+% of Spam using that list.

Don't over-complicate this. You almost had it before. Just change the mask
to 255.255.255.255 and you'll be OK.
