Update on this problem - found a fix...
I removed all replicas of the free/busy folder from other servers in the
sites via Public Folders - Instances so that only the first server in the
site had a copy, then ran consistency adjuster via advanced properties of
server to adjust all inconsistencies

Regenerating the GUID is on-the-fly. You don't need to delete the site
folders. And contrary to the article, you don't need to restart the IS.
But I don't know why it still isn't working.
