I am still trying to troubleshoot sending a message from exchange to a customer.
1. They have a valid address and domain name.
2. I can send from Hotmail.
3. They can send to me.
4. I can not reply or send new mail to them.

then it sounds like a
mis-configuration on their end. SEP, in other words. If their ISP is
doing their mail, then you might want to contact them.

Yes and Yes. I am being extremely cautious about what I am typing, trying it Multiple, multiple time. They absolutely are receiving mail when I send from hotmail.

the IMS of this server when I took control of it.

Is it likely there is a DNS issue here? Are you sure hotmail
is using the
same mailserver that you are trying manually? Can you get a
copy of the
headers from a hotmail message
