IMHO, Exchange backups are always a full db backup, there is no
incremental. The DB changes every day.
I keep Email backups for 2 weeks, no permanent email backups are kept.

Our is a full backup via TSM. We keep 5 generations of each item
backed up - the full database counts as a single item, and it's backed
up each day, so it's in effect 5 days.
However, we're implementing SEA, and keeping the last 3 years of data
in that, too.
