I have seen, at multiple customers of mine, that administrators don't have
access to PF's. This is generally most often true (for my customers) for those
who have upgraded from Exchange 5.5. I haven't tried to nail down the exact
reason, but I've presumed it had something to do with that migrati
missing.
I ran the PFDAVADMIN anyway, but nothing has changed.
