Not sure about the full reboot as that is something I wanted to try and avoid
even though it felt like a client issue.
Restarting Outlook seems intermittent
Just to clarify, this user has only one mail account?

Security is often set incorrectly on the OAB folder. Either fix it, or recreate
it.
But I wouldn’t do that until I _know_ it’s the problem. There are impacts.
